The 2010 Project on Water Environment Patrol Team E-Management and Guidance

The project of this year mainly focuses on offering assistance in the organizational operation, educational training, as well as implementation and management coordination for water environment patrol teams across the country. To facilitate patrol operations, e-management has been introduced to help update and maintain the “River Conservation” information system, and to enrich the content of the website that serves as a platform for patrol team exchanges and the outcomes archive. Relevant publicity activities have been planned and organized to promote the “Water Conservation and Pollution Reduction” campaign. For patrol team operation, works completed include the performance evaluation of local environmental protection bureaus, selection of excellent water environment patrol teams consisting of village chiefs, presentation and assessment of patrol outcomes, and introduction of the selected patrol teams in the Water Environment Patrol Quarterly. A water environment education system has been designed, including an alliance system for water environment education and a badge system for water environment protection. Three forum meetings have been organized in northern, southern, and central Taiwan respectively between September and October to enable exchanges among water environment patrol personnel. A publicity campaign on water conservation and pollution reduction has been held from September through November that allows citizens to practice their creative water saving ideas and share practical experience through the contest organized, thereby achieving the intended purpose of the campaign. In maintaining and updating the Water Conservation website, the functions of the website homepage have been redesigned; statistical report forms of patrol results and online educational training for the water conservation and pollution reduction campaign have been completed. Several functions have been developed to facilitate the campaign, including a life checklist and support sign-up for domestic sewage source reduction, and the application and review functions of the water environment protection badge. The analysis and trial run of mobilization technology, and the development of a general version of the website have also been undertaken under the current project. Briefings on system operation have been held in 25 cities/counties individually to increase the number of system users and user familiarity with the system.
